Goods and Services. New York City Department of Veterans Services (DVS) is seeking a non-competitive Negotiated Acquisition pursuant to PPB Rule Section 3-04(b)(2)(ii) since there is a limited pool of vendors capable of providing specialized discharge upgrade legal assistance focused on the Veteran community in New York City, for its Discharge Upgrade Assistance Legal Services (DUALS) program. DVS seeks 1-2 vendors with the ability to service the NYC Veteran population through coordinated legal services. For specifics, please refer to the attached Justification Memo.
