About · Market Network Exchange
Commercial intelligence for New York's public and civic markets.
We bring together market intelligence and network maps to create a unique exchange where organizations seeking growth in New York can see more clearly the many possible pathways to advance.
Market
Every RFP, award, appropriation, contract, program, and policy across the federal government, New York State, New York City, and local municipalities. Reconciled, attributed, sourced, and free to search.
Network
New York's government stakeholder map: every office and the person who holds it. Who decides, who funds, and who buys.
Exchange
Organizations seeking growth get a Market Network Strategic Plan and a public listing, where the funders, buyers, and officials who can move their work find them and ask for more information.

Why we build this
We believe in New York.
New York is the most ambitious civic arena in the country. Every year, tens of billions of dollars move to the people doing the real work, from the five boroughs to the Adirondacks, from the Capitol in Albany to a village board upstate: housing and health, climate and the arts, small business, workforce, and public safety. It is a state that funds big ideas and backs the organizations willing to build them.
We built MNX so that opportunity is legible to everyone who wants to serve here, not only the insiders who already know where to look.
Where the data comes from
Every day, MNX pulls from the official public record across the federal government, New York State, New York City, and local jurisdictions. No two sources report the same way: different formats, different schedules, different names for the same organization, and few shared identifiers. Our work is to reconcile them into one clean, comparable record, de-duplicate the entities, attribute every dollar, and link every figure back to its official source. We do our best to keep it factual and precise, and we correct what we find wrong.

What a plan is
We research your organization, map it against New York's institutional landscape, and deliver a strategy document. Every plan answers the same questions. It also lists your organization in the Exchange, where the funders, buyers, and officials who can move your work can find you and ask for more information.
The buyer segment to reach first, and why.
The channel and pathway to a contract.
The offices with the levers, mapped by category.
The grants, programs, budgets, and market spend that pay for it.
The mandates and regulations that are relevant.
The impact, each claim with its counterfactual and downside.
Two entities, one mission
Market Network Exchange is operated by Full Value Potential, which also runs a strategic advisory and government affairs practice. The platform and the advisory services are kept distinct. The data and a strategic plan let you see what is possible and act on your own. When the work calls for people, Full Value Potential helps you decide whether to bring on consultants or lobbyists, choose the right ones for your goals and budget, and manage the engagement with honest expectations.
Market Network Exchange
The intelligence platform: the Market and Network data, and the Exchange, where strategic plans are built and organizations seeking growth get listed.
Full Value Potential
The strategic advisory practice: business development, strategy, and government affairs. It takes on the engagements a plan points toward and represents clients directly when the work calls for it. And because we do this work every day, we help organizations weighing outside help decide well: whether representation fits the goal, who is the right match for the sector and the budget, what to realistically expect, and how to hold the engagement accountable. Deciding whether and whom to hire is its own hard problem. We help you make that call, find the right team, and manage the relationship.

MNX is built by Sam Friedman, founder of Full Value Potential, a New York strategic development practice. Sam is an operator first: he scaled an ice cream brand into Whole Foods and Sprouts nationwide, built a fintech tool, advised Wall Street banks and foreign governments, and ran food-relief and workforce programs for the city. He is a Goldman Sachs 10,000 Small Businesses alum with more than 15 years advising founders, developers, and nonprofits.
Every day he does this exact work for clients: the strategy, the funding case, and the government-affairs plan that move serious work forward in New York, alongside the government-affairs team at Urban Strategies. He is a City & State New York recognized government-affairs strategist, named to its 2026 Tomorrow's Leaders and spotlighted by the Association for a Better New York. He knows how the state actually operates, and how to get a credible case in front of the people who should hear it.
MNX is where that practice meets his entrepreneurial and technical side. It reconciles New York's funding, contract, and stakeholder data into one place, and turns the strategy he builds by hand for retained clients into a plan any ambitious organization can commission for itself. The full engagement is how this is normally delivered. This is that strategy, made accessible, because the people building real things in New York deserve a real map.
The editorial standard
Honesty is the best policy.
Market and Network data
All of the data on this site is sourced from official city, state, and federal government databases and aggregated here to make it easy to search. Every data point's source is linked, because it is important to us that we are fully transparent and precise with the intelligence that we offer you.
Strategic plans
We follow a proprietary development algorithm to create strategic plans. Each plan names the opportunities and the threats we see in the marketplace, based on real-time market data, and it is different for every case. We are candid about marketplace conditions in each case: we do not sugarcoat the issues, and we do not underestimate how hard it is to grow a company or nonprofit, no matter how credible or worthy. What we do show is the many possible paths forward for the organizations willing to do the work. Payment never changes the analysis or the honest read. Officeholder names come from the maintained Network data, updated daily.
Listings
Listings are not ranked, and placement is not sold by prominence. Every organization in the Exchange appears on equal footing.
Start with the data. Leave with a strategy.
Implement the plan independently, or with professional support from Full Value Potential. The Market and Network are free to search; a Market Network Strategic Plan is $1,000 and lists you in the Exchange.
